Education is the initial provision for achieving dreams. Every citizen has the right to receive education in accordance with Article 31 Paragraph 1 of the 1945 Constitution, namely that every citizen has the right to receive education. The citizens referred to are everyone without exception, men, women, children, adults, elderly and disabled. Obtaining the right to education is the responsibility of all parties. Parents are obliged to provide basic education to their children. Education is carried out by the government through the Education Service, including general, special and inclusive education. Now the question is, has the government provided adequate access for people with disabilities? The answer is not yet, brothers and sisters.

I invite you to focus on deaf disabilities. So far, Deaf friends have experienced many obstacles when continuing their education at university because access is not available properly. The campus accepts Deaf students, but does not provide appropriate access, so they cannot study well. Another contributing factor is the use of SIBI (Indonesian Sign Language System) at the primary and secondary education levels. SIBI is confusing for Deaf and non-Deaf cultural students. SIBI is created by hearing people who use Indonesian vocabulary patterns so that deaf people cannot understand the context discussed. According to Ade Wirawan, a Deaf activist in Bali, the forced use of SIBI results in language deprivation which has an impact on the cognitive development of Deaf children and students.

The solution to the forced use of SIBI is to use Bisindo (Indonesian Sign Language) which is a natural language that emerged and developed in the Deaf community. Bisindo is a representation of Deaf culture and is therefore strongly championed by Deaf communities, organizations and activists. Regarding the use of Bisindo in educational units, the government has played a role in Deaf education with the issuance of PP No. 13 of 2020 concerning appropriate accommodation for students with disabilities, especially for deaf-speech or deaf disabilities as stated in Article 15. Next is a Circular from the Directorate General of Community Education and Special Education on September 23 2021, regarding the widespread use of Bisindo in units special education for the deaf or hard of hearing community in the wider community. PP No. 13 of 2020 and the circular letter above are in accordance with Law no. 8 of 2016 concerning disabilities. However, its implementation has not yet run according to its objectives. Many do not provide adequate accommodation for students or teachers who master complex sign languages.

The things that Bali's prospective leaders should realize for the sake of equal access to qualified education for Deaf students are: 1. The government is obliged to adjust the curriculum according to the needs of the Deaf. 2. Provide an introduction to Deaf disability to teachers at the elementary school level to serve as a guide for providing teaching in an appropriate manner. 3. Provide training to improve complex sign language skills and linguistic understanding of sign language for teachers. Prospective leaders of Bali, let's work together to overcome this problem of educational obstacles, then fix it immediately. Otherwise, this chain of problems will continue to take root and give rise to increasingly complex obstacles. Elections are the right opportunity to fix problems that have actually been going on for a long time.

Masalah Pendidikan Peserta Didik Tuli

OM Swastyastu, ‘OM Ano Bhadrah Kratavo Vyāntu Vicva Taḥ’ “Semoga pikiran yang baik datang dari segala penjuru.”

Bapak/Ibu calon pemimpin Bali.

Pendidikan merupakan bekal awal untuk meraih cita-cita. Setiap warga negara berhak mendapat pendidikan sesuai dengan Pasal 31 Ayat 1 UUD 1945 yakni setiap warga negara berhak mendapat pendidikan. Warga negara yang dimaksud adalah setiap orang tanpa kecuali, laki-laki, perempuan, anak-anak, dewasa, lansia, dan disabilitas. Pemerolehan hak pendidikan memang menjadi tanggung jawab semua pihak. Orang tua wajib memberikan pendidikan dasar kepada anaknya. Penyelenggaraan pendidikan dilaksanakan oleh pemerintah melalui Dinas Pendidikan, baik pendidikan umum, khusus maupun inklusif. Sekarang pertanyaannya, apakah pemerintah sudah memberikan akses yang layak untuk disabilitas? Jawabannya ternyata belum saudara-saudara.

Saya mengajak saudara-saudara untuk berfokus pada disabilitas Tuli. Selama ini banyak sekali hambatan yang dirasakan teman Tuli saat melanjutkan pendidikan di perguruan tinggi karena akses yang tidak tersedia dengan layak. Kampus menerima mahasiswa Tuli, namun tidak menyediakan akses yang sesuai, sehingga mereka tidak bisa belajar dengan baik. Faktor penyebab lain adalah penggunaan SIBI (Sistem Isyarat Bahasa Indonesia) di jenjang pendidikan dasar dan menengah. SIBI membingungkan bagi peserta didik Tuli dan bukan budaya Tuli. SIBI dibuat oleh orang dengar yang menggunakan pola kosa kata bahasa Indonesia sehingga Tuli tidak dapat memahami konteks yang dibahas. Menurut Ade Wirawan, seorang aktivis Tuli di Bali, pemakaian SIBI yang dipaksakan mengakibatkan terjadinya Deprivasi Bahasa yang berdampak pada tidak berkembangnya kognitif anak dan mahasiswa Tuli.

Solusi dari pemakaian SIBI yang dipaksakan ialah dengan menggunakan Bisindo (Bahasa isyarat Indonesia) yang merupakan bahasa alami yang muncul dan berkembang di komunitas Tuli. Bisindo merupakan representasi budaya Tuli sehingga sangat diperjuangkan oleh komunitas, organisasi dan aktivis Tuli. Terkait penggunaan Bisindo di satuan pendidikan, pemerintah sudah berperan dalam pendidikan Tuli dengan dikeluarkannya PP No. 13 Tahun 2020 tentang akomodasi yang layak bagi peserta didik penyandang disabilitas, khususnya untuk disabilitas rungu wicara atau Tuli yang tertera pada Pasal 15. Berikutnya Surat Edaran dari Direktorat Jendral Pendidikan Masyarakat dan Pendidikan Khusus pada tanggal 23 September 2021, tentang penggunaan Bisindo secara luas di satuan pendidikan khusus komunitas tunarungu atau Tuli di lingkungan masyakrakat luas. PP No. 13 Tahun 2020 maupun surat eadaran diatas sudah sesuai dengan UU No. 8 Tahun 2016 tentang disabilitas. Namun pelaksanaanya belum berjalan sesuai dengan tujuannya. Banyak yang belum memberikan akomodasi yang layak untuk peserta didik ataupun guru yang menguasai bahasa isyarat secara kompleks.

Hal-hal yang sepatutnya calon pemimpin Bali wujudkan demi kesetaraan akses pendidikan secara mumpuni bagi peserta didik Tuli adalah: 1. Pemerintah wajib melakukan penyesuaian kurikulum sesuai dengan kebutuhan Tuli. 2. Memberikan pengenalan disabilitas Tuli kepada guru di tingkat sekolah dasar untuk menjadi pedoman agar bisa memberikan pengajaran dengan cara yang tepat. 3. Memberikan pelatihan peningkatan kemampuan bahasa isyarat yang kompleks dan pemahaman linguistik bahasa isyarat bagi guru. Calon pemimpin Bali, mari bersama-sama atasi masalah hambatan pendidikan ini, lalu benahi segera. Kalau tidak, rantai masalah ini akan terus mengakar dan melahirkan hambatan yang semakin kompleks. Pemilu adalah ajang yang tepat untuk membenahi masalah yang sebetulnya sudah lama terjadi.

Bapak/Ibu calon pemimpin Bali apakah anda orang yang tepat? Apakah anda mampu melakukan pendekatan dengan komunitas Tuli? Bisakah Anda memenuhi tuntutan dari masyarakat Tuli?
