      Abstract


      In English

      The study was conducted in 2008 in Gianyar, Badung and Denpasar. The goal was to inventory and describing the residential waste management system conducted by the Balinese, and to identify the various problems faced in community-based waste management. To achieve these objectives was done by gathering data through observation, interview and literature study. The collected data were analyzed by descriptive qualitative. The results showed that some of the constraints faced by village institution in waste management, namely: 1) low level of public awareness, 2) the difficulty of getting land for a depot for waste management; 3) the condition of garbage in front of the house (TPS) are not disaggregated (organic and inorganic waste mixed), 4) waste transportation time is not correct 5) lack thrasher; 6) marketing of compost that is not smooth and very limited; 8) waste processing workers’ health problems, and 9) the limited presence of operational funding for waste management. Socio-cultural-based waste management can be done to actualize and enhance the role of traditional institutions (traditional village/ banjar) as its support the vision and mission of Tri Hita Karana; change the paradigm of the Balinese culture (cultural engineering) in waste management; actualization of cultural values and the sanctity of the environment (resource of vital nature) and area / sanctuary, reviving the tradition of mutual help to clean of the environment, promoting efforts to 3 R (reduce, reuse and recycle) waste of rural community residents; enhance the active role of housewives (PKK) in waste management, implementation of household and environmental management rules (waste) effectively through the mechanism of reward and punishment in the form of customary rules (awig-awig).

Tetujon pangulatian puniki ten sios nyelehin lan mitatasin separiindikan kewentenan leluu ring paumahan wargi Bali taler ngaresepang makudang pariindikan sane kearepin ngeninin sistem parikrama leluu madasar krama. Nganutin tetujon punika, data kapupulang antuk observasi, wawancara, lan studi literatur. Data sane sampun kapupulang raris kebahbah nganutin antuk deskriptif lan kualitatif. Pangulatian puniki mitatasang makudang pakeweh sane kepanggih ngeninin natingin leluu ring wewidangan desa minakadin ipun: 1 kateleban wargi sane kantun andap, 2 meweh ngerereh genah mupulang leluu, 3 durung memargi utsaha masahang leluu organik lan non-organik ring paumahan soang soang, 4 galah ngemedalang leluu sane durung nepek, 5 kekirangan piranti penektek leluu, 6 pengadol adol reremekan sane kantun arang, 7 pakeweh ngeninin kaselametan para tukang sane nanganin leluu, 8 kantun andap prabea sane kawigunayang nanganin leluu inucap. Midabdabin pariindikan leluu riantuk sosial budaya mawiguna pinaka pangelimbak kawentenan desa lan banjar santukan nganutin pisan ring visi lan misi Tri Hita Karana, ngentosin parikrama budaya Bali ritatkala natingin leluu, lan mitegesang daging daging budaya lan kasucian palemahan pinaka sumber kahuripan sane utama, nincapang pamargi parikrama salunglung sabayantaka natingin palemahan, nginggilang utsaha 3R reduce, reuse, recycle , nincapang pamidep para istri ngeninin parindikan leluu ring paumahan, ngelaksanayang awig awig ngeninin leluu ring paumahan lan wewidangan sane siosan.

      Studi ini dilaksanakan pada tahun 2008 di Gianyar, Badung, dan Denpasar. Tujuan studi ini adalah untuk mengidentifikasi dan menjelaskan sistem pengelolaan sampah perumahan warga Bali, serta untuk memahami berbagai masalah yang dihadapi dalam sistem manajemen limbah berbasis komunitas. Untuk mencapai tujuan-tujuan dimaksud, data dikumpulkan melalui observasi, wawancara, dan studi literatur. Data yang terkumpul kemudian dianalisa secara deskriptif kualitatif. Hasil penelitian menunjukkan bahwa sejumlah kendala dihadapi oleh lembaga pengelola limbah di tingkat desa seperti: 1) rendahnya kesadaran publik, 2) sulitnya mencari lahan untuk mengelola sampah, 3) belum adanya pemisahan sampah organik dan non-organik di rumah masing-masing, 4) jadwal pengangkutan sampah yang kurang tepat, 5) terbatasnya jumlah mesin penebah, 6) pemasaran kompos yang tidak teratur dan masih sangat terbatas, 8) kendala kesehatan pekerja pengolah sampah, 9) terbatasnya dana operasional manajemen limbah. Pengelolaan limbah berbasis sosial budaya bermanfaat untuk mengaktualisasi dan meningkatkan peran institusi tradisional (desa tradisional/banjar) karena ini mendukung visi dan misi Tri Hita Karana, mengubah paradigma budaya Bali mengenai manajemen limbah (rekayasa budaya), aktualisasi nilai-nilai budaya dan kesucian lingkungan (sebagai sumber daya yang penting) serta wilayah, mendorong tradisi gotong royong menjaga lingkungan, mempromosikan upaya 3R (reduce, reuse, and recycle) dalam pengelolaan sampah rumah tangga, meningkatkan peran ibu rumah tangga, menerapkan aturan pengelolaan sampah rumah tangga dan lingkungan yang effektif melalui mekanisme penghargaan-hukuman dengan awig-awig.
