          Abstract


          In English

          This paper analyzes the policy of distributing free laptops by the Badung Regency Government, Bali, to all 5th and 6th grade students at the public elementary school, but not to students at private school, in Badung Regency, Bali, since 2016 to develop basic education in the region. This topic is researched because it is a public policy development of basic education that was first implemented in Bali. The problem studied is how the response of stakeholders in the public elementary and private elementary schools to the policy. Data was obtained based on the results of interviews, document studies, and observations which were then analyzed by Hermeneutics theory and the Power of Knowledge. The analysis produced three conclusions. First, the policy was responded positively by supporters of the interests of public elementary schools. Second, the policy was responded to as a discriminatory policy by private elementary school stakeholders. Third, education policy is political sense for the interests of the authorities.

Parindikan puniki kapitelebin seantukan marupa kawicaksanan ngalimbakang Pendidikan Dasar sane kapertama kalaksanayang ring Bali.Parindikan sane kapitatasin inggihan sapunapi penampen para Pengampu Kepentingan ring SD Negeri lan swasta ngeninin kawicaksanan inucap.Data kakeniang madasar antuk saur pitaken,studi dokumen lan observasi raris kapitelebin antuk teori hermeneutika lan kuasa kaweruhan. Pamitatas mikolihang tatiga pacutetan. Kapertama : Kawicaksanan puniki katampi sekadi becik olih Pengampu Kapentingan SD Negeri. Kaping kalih: Kawicaksanan puniki katampi sekadi salah ilon olih Pengampu Kapentingan SD Swasta. Kaping tiga : Kawicaksanan puniki kasengguh wantah marupa kapentingan politik sang angawa rat.

          Tulisan ini menganalisis tentang kebijakan pembagian laptop gratis oleh Pemkab Badung, Bali, untuk seluruh siswa kelas 5 dan 6 di SD Negeri, tetapi tidak diberikan kepada pelajar SD swasta, di Kabupaten Badung, Bali sejak tahun 2016 untuk mengembangkan pendidikan dasar di wilayahnya. Topik ini diteliti karena merupakan kebijakan publik pengembangan pendidikan dasar yang pertama kali dilaksanakan di Bali. Masalah yang dikaji adalah bagaimana respons para pengampu kepentingan di SD Negeri dan SD swasta atas kebijakan tersebut. Data diperoleh berdasarkan hasil wawancara, studi dokumen, dan observasi yang kemudian dianalisis dengan teori hermeneutika dan kuasa pengetahuan. Analisis menghasilkan tiga simpulan. Pertama, kebijakan itu direspons positif oleh pengampu kepentingan SD Negeri. Kedua, kebijakan itu direspons sebagai kebijakan diskriminatif oleh pengampu kepentingan SD swasta. Ketiga, kebijakan pendidikan itu rasa politik untuk kepentingan penguasa.
