Literally: Like black rice thrown to chickens.
If you throw regular rice to chickens they will peck at it and eat it up. Then, if you throw black rice, injin, they will not know what it is, and they will move their necks and heads and bodies back and forth in confusion, called "kileng-kileng". This is said about a person who is not sure what he is going to do.
