Meanwhile, countries that are relatively safe in terms of political conditions, such as Indonesia, have become a strategic destination for refugees. Therefore, Indonesia needs to prepare itself to strengthen refugee governance in order to minimize the risks caused by the increasing number of refugees in Southeast Asia.</br></br>In this regard, providing solutions in managing refugees should be problem-based. Some of the reasons why refugees leave their country are because of the unstable security, lack of comfort, and inability to fulfill daily needs. Because of those problems, Indonesia must try to help make refugees feel like living in their own homes, full of security, comfort, and all their daily needs met. The solution to this is to create a program “House for Refugees in Indonesia”. This program is created to accommodate the refugees, not in emergency posts or tents where the atmosphere is terrible, but in people’s homes. However, the technical distribution is arranged through online shelter so that everything is managed properly. The government can set up an online shelter before giving refugees a place to live in people’s homes. In this online shelter, there will be 4 features listed, namely the Refugee Family Identity feature, the Prospective Shelter Host Feature, the Social Media Feature, and the Sharing Feature. The following is an explanation of each.</br></br>1. Refugee Family Identity Feature</br>When entering the Indonesian border, refugees must fill in refugee data at the online shelter so that all refugees are recorded. The data entered must be complete, starting from name, place and date of birth, address of origin, email and social media accounts. This data is filled in by each family so that everyone’s data is combined in one family. Thus, the mapping of potential shelter houses for refugees per family becomes easier.</br></br>2. Identity of the Prospective Shelter Host</br>Before accommodating the refugees, the government must have carried out emergency socialization to the local community through regional leaders so that the online shelter with features for potential shelter hosts can be filled. It should be stated that this program is voluntary but in full coordination with the central and local governments in meeting the needs of the refugees. In this feature, the shelter host must fill in complete data about the shelter house, for example the address, specifications of the shelter house, number of families in the house, conditions around the shelter house, and others related to the feasibility of the house as a shelter for refugees. Thus, the online shelter admin can easily find out how many houses are available and match them with the number of families who will live in the shelter houses. In addition, this mapping is also carried out to ensure that refugees with large families could be accommodated in several neighboring shelter houses that are close together.</br></br>3. Social Media Feature</br>This feature is very useful to keep the refugees connected even though they live in different shelters. Of course, this feature can only be used by all parties who have filled out the Refugee Family Identity feature and the Prospective Shelter Host feature. Thus, the refugees will still feel safe and comfortable because their families are still in good condition and are continuously monitored.</br></br>4. Sharing Room Feature</br>In this feature, all parties can make donations in the form of money, goods, or services. If people want to donate money, they can coordinate directly with the financial coordinator for the technical transfer of funds. If people want to donate goods, they can coordinate directly with the procurement coordinator for technical logistics delivery. If they want to become a service volunteer, such as being a teacher, health worker, chef, nutritionist, child psychologist, and so on, they can coordinate with the service need mapping coordinator. Beforehand, donors and volunteers had to fill in personal identification data in this feature, such as name, address, telephone number, and the amount of money, type of goods, or services they wish to contribute for charity.</br></br>In fact, if this program can be implemented properly, the central and local governments will receive feedback from refugees who may come from various professional fields. There are three paths: namely Pratyaksa, Anumana and Pramana. </br></br>Pratnyaksa is the process of knowing and believing in a situation by directly observing an object so that there is no longer self-doubt.
